I just installed a new battery and now the monitor dims when I put it on battery power. Plugged in has the usual brightness and my old battery did not dim when I had it on battery power. Is this just a setting I need to change now that I have a new battery?

yes – if you go into control panel and power options there will be a setting you can change for the battery power screen brightness, this is just a way for the laptop to increase its life on battery.

depending on which laptop you have – you might find the setting in the BIOS, but more often than not its in the power settings in control panel as above
