Go to the start menu and select the shutdown or restart option – if the laptop has frozen keep holding down the power button until it powers down.
If you mean restore you laptop to its original factory settings either power on and hit the F11 key if it has a partition restore, if not you will need the restore cd, again power on and hit the F12 key then select the CD drive and follow the prompts, more here on restoring to factory settings
Remember a factory restore will wipe all your files etc
