Can you see the drive in Device manager?
If you can goto disk management and make sure its not using the same drive letter as another device.
If you can’t see the drive in device manager remove the drive and then reseat it, could be a faulty connection, most laptop DVD/CD drives can easily be removed.

6. On the Edit menu, click Delete.
7. When you are prompted to confirm the deletion, click Yes.

the only other options i can think of are..
As its a new laptop have you tried restoring it back to system defaults using the recovery disk, and if you still dont see the drive then the next step is to contact the laptop manufactuer in regard to getting the laptop/drive swapped under warranty.

could be the drive just needs a good clean - a standard DVD player cleaning disk will suffice - More on DVD drives
