I recently got myself a pretty beefy computer to replace the piece of crap i had before.
My specs are:
2.67GHz Core i-7 processor
8gb of RAM
ATI Radeon 4650 HD 512 Mb video card
Windows 7 Home Premium
w/ a 23″ full HD monitor (res: 1920 x 1080)
Yet when I run a game at the max resolution the mouse lags and the graphics jump when the camera moves. I should be able to run just about any game in the world with this computer because I exceed the recommended specs by quite a bit. How can I fix this?

not quite any game in the world, the specs of the computer are very good, but the graphics card looks like your problem, just not powerful enough
