being careful you need to power on the computer from cold with the case open to see which fan has the problem (usually this happens when bearing wear or run dry) then just replace the fan with the issue.
many fans dont have thermostat control so will stay on permanently
you might also find the loud noise goes after the computer warms up as the bearings get warm, but it still really needs to be replace or the issue will only get worse
