After having a read it appears you need to unblock ports 8484, 8585, 8686 – depending on which firewall software you are using, go into its settings and you should either be able to specify Maplestory as an application which can pass through the firewall or specify the ports as above.
If you still have problems it might be worth replacing the firewall software with another, there are lots of free ones around, even the windows built in firewall does a pretty good job.
