can you switch from a celeron 450 processor to a pentium by just swapping the processor out or do you need to upgrade other things as well like cooling fan motherboard etc

our dell pc monitor (7 years old) has started going blank after a few minutes. When we turn monitor off then on again the picture lasts a few seconds before going dull then off altogether. Our computer has started struggling with the workload and slowing down lately is this related? Is the monitor giving up?
